As part of the goal to digitize land records, the Andhra Pradesh Government has made the path-breaking decision to implement Webland AP, a concept that introduces a centralized, secure, technologically integrated platform for land records management. The hope is to eliminate transactions involving fraud, ensure the transparency of land records management, and make it easier for officials, financial institutions, and citizens to access the records of specific pieces of land. 

What Is Webland AP?

Webland AP is an online land records management system introduced by the Chief Commissioner of Land Administration (CCLA).  The CCLA developed Webland in support of the MeeBhoomi mission, which aims to streamline land records for the people of Andhra Pradesh by providing online access to land records. 

Prior to the implementation of Webland, citizens were required to visit the tahsildar offices or MeeSeva centres requiring land mutation and other land-related services.  Now the entire land mutation process takes place digitally through the Webland system reducing the work burden and supporting direct access to services by citizens while eliminating the manual handling of land services.

Origin and Purpose

The digitization of land records in Andhra Pradesh started in 1999 as part of a project called CARD (Computer-aided Administration of Registration Department). The initiative of Webland AP further builds on this effort by incorporating registration information with land titles to ensure consistent data between the Registration and Revenue departments.

It aims to: 

  • Eliminate fake and duplicate land titles 
  • Conduct land ownership verification with Aadhaar 
  • Conduct accurate mapping of land with Google Maps
  • Provide e-Governance services through MeeSeva

Key Features of Webland AP

Aadhaar Seeding 

Links land records to the Aadhaar number to ensure ease of ownership verification process and detection of fraud as it relates to land records. Land that has Aadhaar seeding can be geo-tagged through Google Maps with accurate information within the records.

Digital Signatures 

When ownership of land is subdivided into smaller portions (Khata numbers) the land must have digital signatures on the title to accompany any land transactions. The transaction will not process without an acknowledgment of the verified digital signature.

Mutation Management 

All mutations that occur as a result of inheritance, sale, or gift must be all completed entirely online to eliminate any papers or processing wait times.

Access to Revenue Records 

The license for Webland provides access to real-time revenue records for banks and government departments. This ensures land ownership verification is conducted efficiently during a loan disbursal or court process.

How to Log Into the Webland AP Portal

Steps:

  1. Go to webland.ap.gov.in
  2. Enter your Login Name, Password, and District
  3. Click on Login to access the home page

Webland Portal Services

The portal is packed with services for authenticated users (mostly officials):

  • Administration – User and system management
  • Master Directories – Database for district, mandal, and village-level land details
  • Land Holdings – Ownership records of individuals
  • Mutations – Ownership changes
  • Reports/Checklists – Land distribution, status, and pending tasks

Aadhaar Seeding Through Android App

To ease Aadhaar integration with land records, the government launched an Android application:

  1. Download the app from the Webland Portal
  2. Log in using your 7-digit village code
  3. Select the Khata number and seed it with the correct Aadhaar
  4. Data syncs automatically with the Webland server when connected to the internet

e-Pattadar Passbooks

The Webland portal also facilitates the issuing of e-Pattadar Passbooks (e-PPB) after a successful mutation:

Steps:

  1. Apply via the MeeSeva portal
  2. Tahsildar reviews the application on Webland dashboard
  3. Verifies details: Pahani, Khata, ROR, and PPB Holder information
  4. Digitally signs and approves the e-Passbook
  5. The passbook is printed, verified by VRO, and handed over to the applicant

Note: Previous passbooks must be surrendered before new ones are issued.

How to Download Land Distribution Report

  1. Go to Webland Portal
  2. Select details: District, Village, Mandal, Phase, Survey Number
  3. Click on Generate
  4. Download the land distribution report

Integration with MeeBhoomi Portal

For the general public, access to land-related information like:

  • 1-B documents
  • Adangal records
  • Land transfer details

…is available through MeeBhoomi AP. You can also apply for Pattadar passbooks directly from the portal using your account number or Aadhaar.

  • Old passbook
  • Tax receipts
  • Registered land documents
  • Passport-size photos
  • FIR (if lost)
  • NOC from the bank (if mortgaged)

Statewide Land Survey Updates

As of April 2022, the government is conducting a comprehensive land survey using drone-captured orthorectified radar images. This survey aims to:

  • Resolve disputes
  • Issue clear titles
  • Digitally map land boundaries

Surveys are being carried out in over 6,000 villages with expected completion across the state by the end of 2023.
